If I need to withdraw my money from my CIMB Hajj Savings-i account, will there be any charges?

Yes there will be S$50 per withdrawal transaction if the purpose of your withdrawal is not for Hajj and you do not have any letter from Muis as evidence that you are selected to go for Hajj that current year.
